Personality Traits
He does not explain his reasoning to people who have not earned the context to understand it. This is not arrogance. It is efficiency. He has found that explanations given before trust is established are almost always misread.
Ideals
Vareth is not a code. It is a description of how a person of genuine virtue behaves. Those who must consult it for guidance have already fallen short of it.

Kajima has remained itself for six hundred years because every Varek before me understood that the island's survival depends on what it refuses, not what it accepts.

Backstory
Haruveth Soran-Kai is the twenty-third Sun Emperor of Kajima, having ascended to the Varek at age 34 following his predecessor's death during a storm at sea that he also survived. He has governed for twenty-four years. Kajiman historians consider this a medium-length reign -- long enough to have shaped the institution, not so long as to have become the institution.
He trained as a monk before his elevation was considered likely. The Soran line has produced Sun Emperors before, but not in three generations, and his training reflected an expectation that he would serve the Varek rather than embody it. This turned out to be exactly the right preparation. He understands the institution from the inside -- its protocols, its pressures, its tendency to insulate the person at its center from accurate information -- because he spent years watching it operate from adjacent to its center rather than within it.
Kajima's insularity is not, in his view, a policy. It is a consequence of clear-eyed assessment. The Settled Lands have spent the past three hundred years in varying states of political fragmentation, magical overreach, and institutional collapse. Kajima has not, largely because Kajima has not been substantially engaged with the Settled Lands during that period. He draws no elaborate ideological conclusion from this. He draws the practical one.
He is aware that the present age is different from the past three hundred years in ways that may require reconsideration of Kajima's posture. He has not publicly indicated what that reconsideration looks like. The Great Houses have their own assessments. Several of them are wrong, and he knows which ones, and he has not corrected them yet because the moment at which a Sun Emperor corrects a Great House's assessment is the moment the Great House becomes aware of how closely the Sun Emperor has been watching them.
