Veska is the goddess of freedom and travel, and her theology has one distinguishing feature that separates it from every other divine tradition in the pantheon: she explicitly ranks her followers by cleverness and grants her most capable tricksters proportionally more of her attention and power. This is not an informal tendency. It is doctrine. Her priests are aware that they are being evaluated, and they compete accordingly.

The practical consequence is that Veska's religious institution, to whatever extent it can be called that, selects aggressively for a certain personality type. Her followers are clever people who value personal freedom and are unconcerned with others' property rights. The reputation that her priests are often thieves and conmen is accurate as a generalization and routinely unfair to specific individuals, who may be merely uncommonly good liars.

Her symbol is a road disappearing over the horizon. She has no permanent temples -- her followers move too much to maintain them -- but roadside shrines appear with some regularity along trade routes, usually in locations that a clever traveler would notice and a careless one would miss.
